Approve retroactive amended and restated Agreement for Integrated Library System (ILS) for Sonoma County Library to provide system and support, billed according to the proportional share of the County’s population served, effective October 1, 2025, and renewed annually in the approximate amount of $70,170; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

The previous library system agreement #LB-L12-004 was approved in 1996.                     

 

Summary of Request

Mendocino County currently uses 13% of the Sonoma, Lake, and Mendocino County Library cooperative system ILS library catalog, and the cost of the ILS service is proportionally balanced between the three counties and their corresponding usage. The attached pricing example is for the current ILS vendor which is being replaced. Sonoma County Library is in the process of completing an RFP for a new ILS vendor, and there will likely be a period of increased cost with an overlap between the two ILS services. In the long run, the new system is expected to cost less than the previous agreement.

 

Mendocino County Library benefits from this shared system agreement which has been continuously in place since the initial contract in 1996. Sonoma County Library is a cooperative partner, providing training and troubleshooting in the catalog including public service, acquisitions, and cataloging, as well as providing our patrons with a much greater selection of materials than our Library can provide on its own. This agreement benefits our County by providing greater resources and services at a reasonable cost. The agreement is retroactive due to the time needed for administrative and legal reviews
