Previous Board/Board Committee Actions:
May 6, 2025, Item 4c), the Board of Supervisors approved the Preliminary Budget for Fiscal Year 2025-26, which included a discussion of one-time funding in the amount of $66,000 for Fire and Medical Emergency Services for Ambulance Contracts with Anderson Valley Community Services District, Long Valley Fire Protection District, and Covelo Fire Protection District.
Summary of Request:
Since Fiscal Year (FY) 2014-15, the County of Mendocino has set aside one-time funds for Fire and Medical Emergency Services to vulnerable and underserved communities in Mendocino County, to sustain and enhance emergency medical services.
The proposed one-time funding Agreement with Covelo Fire Protection District outlines Basic Life Support (BLS) services expectations for FY 2025-26, including provisions of the following:
1. Monthly reports exhibiting BLS staffing supported with project funds.
2. Quarterly reports, including financial, describing specific BLS enhancements that have been achieved within the system.
3. Lists of training opportunities, educational opportunities, or specific equipment/supply enhancements made possible through the Agreement.
4. Evidence of enrollment in order to be eligible for Inter-Governmental Transfers and supplemental funding.
5. Using allocated funds to support the services of an Administrative Contractor to enhance the operational efficiency, documentation, compliance, and reporting functions of the Department’s EMS program.
6. An Emergency Medical Technician class to increase the number of EMS personnel serving the Covelo community and surrounding areas.
7. Documentation required for the Fiscal Assessment conducted by Coastal Valleys EMS Agency.
8. A one-time detailed report upon conclusion of the Agreement describing challenges, opportunities, and successes.
This Agreement was on hold due to missing annual financial audits from the district for FY23-24 and FY24-25. However, after discussing with the Auditor’s Office staff, it was recommended that the Agreement move forward as the district has made improvements with their financials.
