Approve resolution authorizing submission of the application for Round 5 of Homeless Housing, Assistance and Prevention (HHAP-5) Program Funds that includes a Regionally Coordinated Homelessness Action Plan (RCHAP), and administration of the Mendocino County Homeless Services Continuum of Care’s (MCHSCoC) allocation of HHAP-5 funds as its Administrative Entity; approve Memorandum of Understanding (MOU) with MCHSCoC, in the amount of $0, to submit a joint application for Round 5 of HHAP-5 Program funds through a RCHAP, and administration of the MCHSCoC’s allocation of HHAP-5 funds as its Administrative Entity, effective upon full execution through October 1, 2028; authorize the Social Services Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

On February 4, 2020, the Board approved action Item 8(a), “Authorization for the Homeless Action Ad Hoc Committee (Supervisors Gjerde and McCowen) to meet with staff and community stakeholders to develop a preliminary expenditure plan and submit an application for Homeless Housing, Assistance and Prevention (HHAP) Funding.”

 

On July 14, 2020, the Board approved Consent Agenda Item 4(i), “Ratification of submission of revenue Agreement No. 20-HHAP-00010 with Business, Consumer Services and Housing Agency (BCSH) for Homeless Housing, Assistance And Prevention Program allocation in the amount of $924, 734.12, effective upon execution through June 30, 2025, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (CA-509).”

 

On July 14, 2020, the Board approved Consent Agenda Item 4(k), “Ratification of submission of revenue Agreement No. 20-HHAP-00014 with Business, Consumer Services and Housing Agency for Homeless Housing, Assistance and Prevention Program allocation in the amount of $856,699.99, effective upon full execution through June 30, 2025.”

 

On August 17, 2021, the Board approved Consent Agenda Item 4(r), “Ratification of submission of grant application and approval of revenue agreement with Business, Consumer Services, and Housing Agency, Homeless Housing Assistance and Prevention Program Allocation Round 2 in the amount of $437,551, effective upon full execution through June 30, 2026, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (CA-509).”

 

On August 17, 2021, the Board approved Consent Agenda Item 4(q), “Ratification of submission of grant application and approval of revenue Agreement with Business, Consumer Services, and Housing Agency, Homeless Housing Assistance and Prevention Program Allocation Round 2 in the amount of $391,634, effective upon full execution through June 30, 2026.”

 

On April 5, 2022, the Board approved Consent Agenda Item 3(as), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) Standard Agreement to Apply Jointly with the Mendocino County Homeless Services Continuum of Care (MCHSCoC) and Approval of Revenue Initial Disbursement Standard Agreement No. 22-HHAP-10041 with Business, Consumer Services, and Housing Agency for HHAP-3 in the Amount of $567,869.71, Effective Upon Full Execution through October 1, 2026, with the County of Mendocino as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care.”

 

On February 28, 2023, the Board approved Consent Agenda Item 3(ao), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) Joint Application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); and Approval of Revenue Remainder Disbursement Standard Agreement No. 22-HHAP-20041 with Business, Consumer Services, and Housing Agency for HHAP-3 in the Amount of $1,703,609.13, Effective Upon Full Execution through December 31, 2026, with the County of Mendocino as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care.”

 

On October 31, 2024, the Board approved Consent Agenda Item 3u), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP-4) Joint Application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); Approval of Standard Agreement No. 23-HHAP-10035 with Business, Consumer Services, and Housing Agency for HHAP-4 in the Amount of $2,138,443.88, Effective Upon Full Execution through December 31, 2027, with the County of Mendocino as the Administrative Entity for the MCHSCoC.”                     

 

Summary of Request

On September 29, 2023, the California Interagency Council on Homelessness (Cal ICH; formerly the Homeless Coordinating and Financing Council (HCFC)) of the Business, Consumer Services and Housing Agency (BCSH) released the Round 5 Homeless Housing, Assistance and Prevention (HHAP-5) application. Mendocino County Department of Social Services submitted the online application for HHAP-5 on March 29, 2024. The HHAP-5 application required local jurisdictions to collaboratively develop a Regionally Coordinated Homelessness Action Plan (RCHAP), which is included in the HHAP-5 application, and in the proposed Memorandum of Understanding (MOU) with Mendocino County Homeless Services Continuum of Care (MCHSCoC). For the HHAP-5 funds, Cal ICH allocated $873,302.17 to Mendocino County and $910,247.84 to MCHSCoC, for a combined total of $1,783,550.01. Mendocino County will serve as the Administrative Entity for the combined fund total.

 

The HHAP-5 application was collaboratively developed with the MCHSCoC by the Mendocino County Department of Social Services in partnership with the Executive Office and submitted on March 29, 2024. The application submitted included a draft MOU, which is a requirement of the application. The submission of an executed MOU, and any amendments to the Mendocino County HHAP-5 application are due no later than May 26, 2024. As such, Mendocino County Department of Social Services is seeking approval of the application submitted on March 29, 2024, approval to submit an amended application, and approval of the proposed MOU, which contains the RCHAP that was collaboratively developed with the MCHSCoC.
