Previous Board/Board Committee Actions:

On June 24, 2025, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2025-2026 Budget, Resolution Number 25-111.

                     

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections. 

 

Human Resources conducted a classification study on the incumbents working in the County Payroll who report to the Payroll Manager. In recent years, oversight of County Payroll functions moved from the Auditor-Controller’s Office to the Executive Office. During this transition, incumbents classified as Accountant-Auditors remained in the same classification; however, the existing specification is directly tied to the functional responsibilities of the Auditor-Controller’s Office and does not reflect the work performed within County Payroll.

 

At its January 21, 2026, public meeting, the Civil Service Commission approved the new classification specification of Payroll Analyst I, Payroll Analyst II, and Senior Payroll Analyst and the reclassification of incumbent from Confidential Accountant-Auditor to Senior Payroll Analyst.

 

In order to maintain internal equity, it is recommended to revise the annual salary for the Payroll Manager.

 

The impact below for this fiscal year is calculated at step 5 and includes the cost of benefits. The recurring cost shown below is calculated at step 5, including the cost of benefits.

 

 

 

 

The County has fulfilled its obligation under the Myers-Milias-Brown Act (MMBA) with the affected bargaining unit.
