Summary of Request:
Chabot-Las Positas Community College District (Chabot) provides trainings to local child welfare providers through an Agreement with the Department of Social Services, Family and Children's Services (FCS). These trainings specifically benefit providers who serve Federal Title IV-E eligible children (who are in, or at significant risk of entering foster care) and their families. The State provides funding for the Agreement with matching amounts from Chabot and Title IV-E Federal child welfare training funds.
Through the proposed Agreement, Chabot will work directly with FCS and other local community-based
organizations, such as FIRST 5 Mendocino, Redwood Community Services, and Tapestry Family Services, to offer trainings that support building comprehensive and consistent skills in providers throughout the county. These skills support families and caregivers and increase the safety, permanency, and wellbeing of Mendocino County's foster children and youth.
Trainings offered through the Agreement with Chabot are collaborative in nature; therefore, trainings are far reaching and engage numerous participants countywide. Participation numbers for Mendocino County from Fiscal Year 2022-2023 serve as illustration of this point. In Fiscal Year 2022-23, Chabot provided a total of 3,510 hours of training and development, attended by 4,473 participants from over 100 agencies, covering approximately 89 different training topics in Arts and Activities, Behavioral Strategies, Child Development, Child/Youth Care, Cultural Awareness and Responsiveness, Family Engagement, Health and Safety, Trauma, Working with Youth in the Community, Substance Use and Abuse, Training for Caregivers/Resource Families and Technical at approximately 45 different conferences and learning activities held virtually and in person, in county and out of county. Fiscal Year 2023-2024 numbers are not yet available, but Chabot will submit them in a year-end review, due in September 2024. Fiscal Year 2023-2024 is on track for an equal or higher number of trainings. In addition, Chabot also contracts with seven other counties including Alameda, Amador, Calaveras, Humboldt, Lake, Solano, and Tuolumne, which expands the ability for Mendocino County eligible training participants to attend trainings offered by other Chabot contracted counties on topics related to serving foster youth.
The proposed Agreement with Chabot for trainings for Fiscal Year 2024-2025 started processing shortly after the passing of FCS’s Deputy Director. The final Agreement was sent to Chabot for signatures on May 29, 2024, and Chabot had to submit the Agreement to their Board for approval. Chabot’s Board of Directors approved the Agreement on June 18, 2024, and FCS received the signed Agreement on June 20, 2024. Therefore, FCS is seeking approval of the proposed retroactive Agreement with a start date of July 1, 2024.
