Ratify submission of revenue Agreement No. 20-HCFC-00010 with Business, Consumer Services, and Housing Agency in the amount of $152,982.14, effective upon full execution through June 30, 2020, on behalf of the Mendocino County Homeless Services Continuum of Care to protect the health and safety of people experiencing homelessness in Mendocino County during the COVID-19 pandemic; authorize the Health and Human Services Agency Director or designee to sign future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness. Mendocino County Health and Human Services Agency (HHSA) is the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (MCHSCoC).
On March 17, 2020, Governor Newsom signed SB 89 allocating 150 million dollars in emergency funding to local governments to help protect the homeless population in California and reduce the spread of COVID-19 by safely sheltering individuals and providing immediate housing options. In response to SB 89, California Business, Consumer Services, and Housing (BCSH) Agency, California Homeless Coordinating and Financing Council, issued a grant to MCHSCoC to protect the health and safety of people experiencing homelessness and reduce viral spread during the COVID-19 outbreak. At a special Board meeting on April 2, 2020, MCHSCoC voted to designate its Board Co-Chairs to work in collaboration with HHSA to identify and approve the most effective use of these emergency funds. While eligible uses for funding are broad and should be determined based on the need of the jurisdiction, the BCSH Agency’s suggested uses include, but are not limited to: Isolation Capacity, including support for the lease of motels and hotels; Emergency Shelter Operations; Shelter Capacity; Street Outreach; Transportation, including to and from shelters and medical care; and Staffing, including support for infectious disease preparedness. Jurisdictions may use these funds as reimbursement for expenditures as of March 18, 2020.
As the Administrative Entity for MCHSCoC, HHSA signed and returned the Agreement to the State on May 1, 2020, to avoid loss of funding. On behalf of MCHSCoC, today’s item requests Board approval of the proposed revenue Agreement, and ratification of submission of the signed Agreement prior to Board approval.
