Previous Board/Board Committee Actions:

The BID was established on May 16, 2006, through Ordinance 4170, which added Chapter 5.140 to the Mendocino County Code (MCC).  The Board adopted Ordinance 4336 on May 19, 2015 amending Chapter 5.140 of the MCC.  A BID Advisory Board was appointed by the Board, which oversees the creation of this Annual Report.  On July 11, 2017, the Board adopted Ordinance 4384, amending Chapter 5.140 of the MCC to allow for appointment of a member at large.                     

 

Summary of Request

For several years, the Mendocino County Business Improvement District Advisory Board has made certain recommendations to the County in their BID Annual Report.  One of the recommendations that has been repeated several times is amending the Definitions section, MCC 5.140.030 of the Ordinance to allow for greater participation in the BID Board.  Also, during the past several budget discussions, the Board has noted a desire for the BID to become less dependent on the General Fund, which requires that the Ordinance be revised related to the contract for services.  At this time, staff is proposing an Ordinance amendment to amend the definition of “operator”, as well as modify the contract requirements in MCC Section 5.140.250 to eliminate the specified County match of funds and replace with an allowance that the County may provide funds to the District.
