Summary of Request:
Differential Response (DR), an alternative to traditional child protection investigative response, is built around three guiding principles: (1) children are safer and families are stronger when communities work together; (2) the earlier family issues are identified and addressed, the better children and families do; and (3) families can resolve issues more successfully when they voluntarily engage in services, supports, and solutions. Through DR, agencies can offer a broader set of responses to reports of possible child abuse or neglect, including prevention and early intervention, engaging families to address issues of safety and risk, and improving access to services.
Health and Human Services Agency, Family and Children’s Services (FCS), issued a Request for Proposal (RFP) for DR in March 2017 and awarded contracts to four local agencies. Today’s item requests Board approval of the Fiscal Year 2019-20 contracts with those agencies. These contracts cover the third and final fiscal year of the RFP period. FCS will issue a new RFP for DR services to begin in Fiscal Year 2020-21.
Each of the four proposed contracts specifies receipt of referrals for families with low to moderate risk. Contractors will engage the families, conduct needs assessments, develop service plans tailored to meet the needs of the families, and provide case management for six to twelve months with the goal of preventing child abuse and neglect, recurrence of maltreatment, and/or re-entry to foster care.
Additionally, the proposed contracts outline service expectations in specific geographic locations. Action Network is to provide DR services primarily within the Point Arena School District’s boundaries, but will also provide services for the coastal area from Elk to Mendocino and the inland area of Anderson Valley (Boonville and Philo). FIRST 5 Mendocino is to provide DR services to the greater Ukiah area (Ukiah, Talmage, Calpella, and Redwood Valley), Hopland, Anderson Valley (Boonville and Philo), and Potter Valley. Redwood Community Services is to provide DR services primarily to the North County area (Willits, Laytonville, and Covelo), but will also serve the Ukiah area and Potter Valley as overflow when FIRST 5 is at capacity. And, finally, Safe Passage is to provide DR services from Elk to Westport. Contracted amounts differ based on these geographic locations and expected numbers of cases to be served concurrently and per year.
