Approve retroactive amendment to BOS Agreement No. 22-159 with Eversole Mortuary, Inc., in the amount of $30,000, for a new total of $90,000 to provide for the handling and disposition of last remains of decedents of Mendocino County who have no relatives or other person legally empowered to authorize cremation and disposition, effective July 1, 2022 through June 30, 2023; authorize the Social Services Director or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino County has experienced an increase in utilization of indigent cremation and burial services due to the impact of the COVID-19 pandemic that was experienced locally, nationally, and globally, and by the increased numbers of deaths caused by the opiate epidemic in Mendocino County. In both fiscal years 2020-2021 and 2021-2022, there were 67 cremation claims processed. For the period of June 2022 through April 2023, the County has processed 74 cremation claims through the Mendocino County Public Authority and General Assistance Services. As a result of multiple factors, the need for indigent cremation services has exceeded the original contract allocation, and additional funds are necessary to cover expenses through the remainder of FY 2022-2023.
The proposed Amendment to Agreement No. BOS-22-159, increases the total amount to $90,000 to continue to provide indigent cremation and disposition services. Once the proposed Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2022 through June 30, 2023.
Due to the unanticipated increase in utilization of cremation and burial services resulting in a shortage of funds available, this Amendment was not anticipated, therefore is retroactive.
