Summary of Request:
For Fiscal Year 2019-20, the State Legislature allocated $65 million to the California Air Resources Board (ARB) for grant funds to districts under the FARMER Grant Program to provide incentives for the agricultural community to reduce emissions from heavy-duty diesel equipment, with $4.6 million allocated to the FARMER Grant Program Shared Allocation Pool. The FARMER Grant Program Shared Allocation Pool is administered by Placer County Air Pollution Control District through an agreement with the California Air Resources Board and with individual Air Districts. The FARMER Grant Program utilizes the 2018 Carl Moyer Program Guidelines and project criteria in addition to the 2019 FARMER Policies & Procedures. The Amended and Restated Memorandum of Understanding #19-122-A1 requires that the District submit applications for projects directly to the FARMER Shared Allocation Pool Administrator for evaluation and selection of funding.
In March 2020, the District solicited applications for FARMER Grant Program projects and received 22 applications. In accordance with the Terms and Conditions of the Amended and Restated Memorandum of Understanding, the District submitted 10 eligible project applications to Placer County APCD for consideration of funding for Year 3 FARMER Grant Program Shared Allocation Pool. The attached list contains the ten eligible applications submitted to the FARMER Shared Allocation Pool Grant Administrator, and highlights the one project selected for Year 3 funding up to $21,480. The Air Resources Board requires a resolution from the District Board authorizing the District to participate in the FARMER Grant Program for Fiscal Year 2019-2020 (Funding Year 3), to accept Program funds for selected projects, and to follow the requirements of the Program.
The District is requesting that the District Board adopt a resolution authorizing the District to participate in the FARMER Grant Program for Fiscal Year 2019-2020 (Funding Year 3), accept FARMER Year 3 funds for the FARMER Grant Program Shared Allocation Pool-selected project, and follow the requirements of the Program.
Alternative Action/Motion:
Not approve the District’s participation in the FARMER Grant Program for FY 2019-20 (Funding Year 3), and direct District staff to decline grant funds allocated and deny the selected project.
