Summary of Request:
In 2017, the Governor signed legislation aimed at improving neighborhood-level air quality as part of the state's Cap-and-Trade Program. AB 398 extended and improved the Cap-and-Trade Program, which will provide billions of dollars towards communities in California.
AB 617 established a new program, the Community Air Protection Program, to measure and reduce air pollution from mobile and stationary sources at the neighborhood level in the communities most impacted by air pollutants. AB 617 requires CARB to work closely with local air districts and communities to establish neighborhood air quality monitoring networks and to develop and implement plans to reduce emissions.
The Community Air Protection Program Implementation grant supports local air districts in implementing the Community Air Protection Program. Eligible uses include deploying air and fence-line monitoring, supporting rule development, staffing, and data collection. It is requested that the Board adopt this Resolution to ratify the Air Pollution Control Officer's execution of the grant agreement on behalf of the District and authorize the District's acceptance of $39,113.94 in Fiscal Year 2024-2025 Implementation funding under the Community Air Protection Program.
Alternative Action/Motion:
Do not approve the District’s participation in the Fiscal Year 2024-2025 AB 617 Community Air Protection Program Implementation Grant and direct the APCO to return the grant funds to CARB.
