Previous Board/Board Committee Actions:

On October 20, 2020, the Board approved a five-year Agreement with Inmate Calling Solutions, LLC, for inmate communication services. On June 13, 2022, the Board approved the First Amendment that reduced rates and billing fees as ordered by the California Public Utilities Commission.                     

 

Summary of Request

Inmate Calling Solutions, LLC, provides telephone and tablet services for use by incarcerated individuals in the Mendocino County Jail. On July 22, 2024, the FCC released an order that eliminated service fees for processing credit and debit card purchases for calls and limited commissions. Commissions will continue to be calculated at the state contract rate of 55% of the gross call revenue for all call types, however, the first $0.10 of each call will be designated as non-commissionable to offset the elimination of service fees. These changes took effect on November 19, 2024, the “Change in Law Date”.
