Summary of Request:
When the California Work Opportunity and Responsibility to Kids (CalWORKs) program was established, it replaced a number of welfare-related child care programs with a goal to provide a seamless system of child care by standardizing child care program requirements under a single three-stage system. Effective October 1, 2019, Senate Bill 80 increased access to child care services for Welfare-to-Work (WTW) participants by authorizing CalWORKs Stage One Child Care immediately and continuously for 12 months, or until participant is transferred to Stage Two.
Currently, North Coast Opportunities, Inc. (NCO) administers Stage Two and Stage Three Child Care, and is the local Child Care Resource and Referral agency. Through the proposed Agreement NCO will also administer CalWORKs Stage One Child Care to CalWORKs WTW participants. NCO’s specialized knowledge of the administration of Stage Two and Stage Three Child Care will allow for a smooth transition of administration of Stage One Child Care, and will provide necessary support to participants and providers.
Services under the proposed Agreement will include screening referrals, reviewing and processing child care claims, ensuring that participants and providers understand child care policies, etc. The proposed Agreement also enables NCO to provide a seamless transition through the three child care stages, which will help ease confusion for WTW participants, as well as for community child care providers. Once the proposed Agreement is in effect, Child Care providers will receive payments from NCO for all three stages of child care, alleviating confusion for providers, and allowing clear understanding of the Child Care Provider Union dues that will be deducted from monthly payments.
