Previous Board/Board Committee Actions:

Adoption of Resolution 09-182 (August 17, 2009) certifying the Final Environmental Impact Report (EIR) for the Mendocino County General Plan (SCH No: 2008062074).  Adoption of Resolution 16-057 in 2016 establishing the Redwood Valley Municipal Advisory Council (RVMAC) and providing direction to the RVMAC to create a Community Action Plan (CAP).  Review of draft CAP in 2023 and direction provided to PBS to work with the RVMAC to complete development of the CAP.  Further direction to staff provided in February 2024 regarding the draft CAP and Design Guidelines. 

 

Summary of Request

The Redwood Valley Municipal Advisory Council (RVMAC) has completed a Community Action Plan (CAP) for the community of Redwood Valley. The task of updating the CAP for Redwood Valley was included as one of the RVMAC duties in the Board of Supervisors Resolution No. 16-057 which established the RVMAC.  The CAP includes a number of recommended goals, policies and action items approved by the community during a series of stakeholder meetings.  This request is to formally incorporate some of those recommendations into the Community Specific Policies Element (Chapter 6) of the Mendocino County General Plan.

 

In 2017, the RVMAC began work on a comprehensive update to the community’s action plan, which had existed since 2004.  Between 2017 and 2023, the RVMAC hosted a series of stakeholder meetings in order to solicit input on issues important to the community and transform that input into policies and goals intended to guide future development in Redwood Valley. 

 

A draft version of the CAP was submitted to the Department in 2024 in order to begin the process of incorporating the recommendations of the CAP into the County’s General Plan.  Wherever possible, staff has taken recommendations from the CAP and included them as goals, policies, or action items in the Redwood Valley section of the Community Specific Policies of the General Plan.  Background information on development of the CAP and additional guidelines not recommended for addition to the General Plan, including a section on Design Guidelines for future development, will remain in the CAP as non-binding guidance to the public conducting development projects in Redwood Valley and for the RVMAC in their recommendations regarding development within Redwood Valley. Please see attached memorandum and related attachments for additional information.
