Adopt Resolution Authorizing the Mendocino County Chief Executive Officer to submit a grant application in the amount of $54,696.40 to the California Department of Parks and Recreation Division of Boating and Waterways (DBW) to implement the Quagga and Zebra Mussel Prevention Plan for Mill Creek Ponds; and authorize the Chief Executive Officer to receive, sign and execute Agreement with the DBW upon grant award; and be designated to represent the County in carrying out the County’s responsibilities under the Agreement; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
On June 4, 2019, the Board of Supervisors authorized funding to the Mendocino County Water Agency to develop a Quagga and Zebra Mussel Plan for the Mill Creek Ponds pursuant to the requirement from the Department of Fish and Wildlife.
Summary of Request:
The Department of Fish and Wildlife (CDFW) identified Mill Creek Ponds as high risk for dreissenid mussel establishment and therefore a high priority for a prevention program. On July 26, 2019, CDFW sent a formal notice to the Mendocino County Executive Office and Mendocino County Water Agency requiring the County to establish a Quagga and Zebra Mussel Plan for the Mill Creek Ponds. The Mendocino County Water Agency submitted the prevention plan to CDFW in October of 2019, which was approved for implementation. DBW provides grant funding for the implementation of prevention plans. The Mendocino County Executive Office and Mendocino County Water Agency request the Board of Supervisors approves a Resolution authorizing the Chief Executive Officer to submit a grant application to DBW in the amount of $54,696.40 for the Quagga and Zebra Mussel Prevention Plan implementation. The implementation project narrative from the grant application is attached for additional information.
