Approve three-year Agreement with Keefe Commissary Network, LLC in the amount of $1,050,000 ($350,000 annually) to provide commissary and banking services for inmates at the Mendocino County Jail for the term of January 1, 2024 through December 31, 2026; authorize the Sheriff to sign any future amendments that do not affect the maximum contract amount; and authorize Chair to sign same.

Summary of Request:
Commissary services are provided to the inmates of the Mendocino County Jail along with a banking component that collects funds from inmates for commissary services. Inmates who have funds on their books are allowed to purchase goods and supplies through Keefe Commissary Network, LLC. This agreement is the result of a Request for Proposal (RFP) process under RFP 041-23 that was released on August 3, 2023. Two proposals were received and Keefe Commissary Network, LLC was selected as the successful bidder after an evaluation committee compared and scored each proposal. Services under this agreement will take effect on January 1, 2024 and continue through December 31, 2026.
