Summary of Request:
Starting January 1, 2018, California Department of Social Services (CDSS) gave counties the option to opt-in to the Emergency Child Care Bridge Program for foster children. The Bridge Program requires counties to contract with their local Child Care Resource and Referral programs to provide childcare navigation and trauma-informed care training and coaching. NCO is the only Child Care Resource and Referral program in Mendocino County.
The Agreement with NCO provides funds for childcare navigators and trauma-informed care trainings. Childcare navigators assist eligible families with finding a childcare provider, securing subsidized childcare placement, completing childcare applications, and developing a plan for long term childcare. Trauma-informed care trainings for childcare providers includes, but is not limited to, infant and toddler development, and research-based trauma-informed best practices.
The California Department of Social Services (CDSS) issued County Fiscal Letter No. 26/27-10 on August 24, 2026, providing the FY 2026-27 allocation for childcare navigation and trauma-informed care training. This amendment incorporates the increased allocation. All services under this agreement are fully funded through State General Funds and Federal Title IV-E; no County funds are required.
