Previous Board/Board Committee Actions:
On December 6, 2022 the Boad of Supervisors (BOS) approved contract # 22-280 in the amount $455,373.87, with a term through June 30, 2025, establishing a civic platform for permitting services with Carahsoft - Accela. On July 25, 2023 the BOS approved the first and second contract amendments # 22-280-A1 and 22-280-A2 which updated the scope of services provided and increased the total compensation to $537,338.87. Most recently, on December 20, 2024, the BOS approved the total compensation to $542,679.51. At the time that the BOS approved the contract and amendments, Accela was fully grant funded and had no impact on the general fund.
Summary of Request:
The Planning and Building Services Cannabis Division (CN) is requesting approval of a contract to continue using the Accela Civic Platform (Accela) as its permit issuance and management system, as well as its citizen access portal. A new contract is required as the platform is no longer anticipated to be grant funded.
Ongoing use of this vendor is essential to supporting timely and effective service delivery as Cannabis Division staff are already trained and experienced with Accela. Maintaining this system will preserve operational efficiency, reduce transition time, and maximize departmental resources. In addition, continued use of Accela will assist in seamless inter-departmental connectivity with Planning & Building for record sharing, helping to streamline processes and improve coordination among departments.

Do not approve the agreement and provide directions to staff.
