Summary of Request:
Mendocino County Behavioral Health and Recovery Services (BHRS) independently provides, and contracts with community agencies to provide, specialty mental health services to beneficiaries with Mendocino County Medi-Cal, and that meet the medical necessity and access criteria for such services. BHRS contracts with local community agencies to ensure a local continuum of care for specialty mental health services, and to ensure compliance with the Department of Health Care Services.
On August 11, 2020, BHRS released Request for Proposal (RFP) No. MH-20-005 for Crisis Residential Treatment Facility Operations. The RFP resulted in submission of one qualified proposal from Redwood Community Services, Inc. (RCS). BHRS reviewed the proposal and awarded the Agreement to RCS. Agreement No. BOS-22-063 was executed by the Mendocino County Board of Supervisors (BOS) on March 15, 2022, through which RCS provides Residential Treatment Facility operations and crisis residential services on a transitional basis to Mendocino County adults, age 18 years or older, who are experiencing a mental health crisis and need a higher level of care than outpatient services. Through this Agreement, the length of stay at the facility is 30 days, with an average length of stay of 14 days. RCS provides these services with a goal to transition clients from higher, more expensive levels of mental health services to more independent, lower levels of care and housing in the community.
On May 23, 2023, the BOS approved first Amendment No. BOS-22-063-A1 to increase the Agreement total to $1,973,658. On July 25, 2023, the BOS approved second Amendment No. BOS-22-063-A2 as a short-term Amendment through September 30, 2023, reducing the total amount to $1,455,587, and updating the Exhibit B, Payment Terms. On September 12, 2023, the BOS approved third Amendment No. BOS-22-063-A3 to increase the amount to $2,116,068, and update the Exhibit A, Definition of Services, and Exhibit B, Payment Terms.
BHRS intends to have one universal contract for all contractors and until the current Specialty Mental Health RFP is completed, the Agreement No. BOS-22-063 is valid for an additional three-month period in order to maintain service coverage. As a result, the proposed fourth Amendment to BOS Agreement No. BOS-22-063, extends the term an additional three months through September 30, 2024, and increases the total amount by $343,744 for a new Agreement total of $2,459,812. Through this fourth Amendment, RCS will continue providing crisis residential treatment operations and crisis residential services throughout Mendocino County. Facility operations under Agreement No. BOS-22-063 are funded through Medi-Cal, Realignment, and the Mental Health Services Act, and there is a reduction in psychiatric hospitalization costs as a direct result of the Crisis Residential Treatment Facility, allowing for redirection of funding to cover the additional operational cost of this fourth Amendment.
