Summary of Request

The Department of Justice, Bureau of Justice Assistance, awards grants on a competitive basis to small law enforcement agencies in rural locations to support agencies in their efforts to combat violent crime through the implementation of a comprehensive violent crime reduction strategy. The anticipated maximum awarded amount is $300,000. The period of performance will be effective October 1, 2024 and continues for a 36-month period, through September 30, 2027.

If awarded, the Sheriff’s Office will use the grant to fund the Resident Deputy Incentive Program, which helps offset the cost of living in remote rural areas with a healthcare and monthly housing stipend. The objective is to reduce violent crimes in the Covelo and Manchester-Point Arena Rancheria areas by providing residents with faster response and increased presence. In addition to funding a resident deputy, the grant also proposes funding to help offset the cost of overtime related to patrols in identified violent crime hot spots. The proposed budget will cover 15% of overtime pay for Deputy Sheriff-Coroners for increased patrol in the identified areas. Lastly, the implementation of a License Plate Reader system will aid in crime prevention and resolution by assisting with real-time tracking of vehicles, which can be crucial in situations such as active criminal investigations or locating stolen vehicles. Successful implementation of this combined program will result in safer communities, improved law enforcement effectiveness, less violent crime and enhanced quality of life for the residents of Mendocino County.

On May 8, 2024, the Sheriff’s Office sent a letter requesting approval to apply to the CEO per County Policy 25, Section 1, Number 4, to seek approval with follow-up to the Board of Supervisors at their next available meeting.
