Approve retroactive Amendment to BOS Agreement No. 22-062, with Economic Development and Financing Corporation (EDFC) in the amount of $700 for a new total of $105,950, for California Microbusiness Covid-19 Relief Grant Program Services, effective January 25, 2022 through a new end date of June 30, 2023 (original end date: December 30, 2022); authorize the Chief Executive Officer or designee to sign amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

The California Microbusiness COVID-19 Relief Grant Program (MBCRG) was created in 2021 to assist qualified microbusinesses that have been significantly impacted by the COVID-19 pandemic in California. The MBCRG Program was created within CalOSBA to award grants in the amount of $2,500 to each eligible microbusiness that is selected for an award.

 

Per the original Agreement EDFC administered and distributed $2,500 grant funds to Mendocino County microbusinesses. Eligible microbusinesses were required to self-certify that grant funds will be used for one or more of the following eligible uses:

 

1.                     The purchase of new certified equipment including, but not limited to, a cart.

2.                     Investment in working capital.

3.                     Application for, or renewal of, a local permit including, but not limited to, a permit to operate as a sidewalk vendor.

4.                     Payment of business debt accrued due to the COVID-19 pandemic.

5.                     Costs resulting from the COVID-19 pandemic and related health and safety restrictions, or business interruptions or closures incurred as a result of the COVID-19 pandemic.

 

The proposed Amendment increases the amount of the Agreement from $105,250 to $105,950 and extends the end date from December 30, 2022 to June 30, 2023. In November 2022 the County started the amendment process for the EDFC agreement after being notified of the MBCRG program extension. The County immediately processed the EDFC amendment however was not able to submit the Amendment to the Board of Supervisors before the December 30 end date resulting in a retroactive Amendment.
