Summary of Request

The goal of the Department of Health Care Services (DHCS) Medication Assisted Treatment (MAT) in Jails and Drug Courts Learning Collaborative: Drug Court Implementation Grant project is to increase access to MAT in county jails, drug courts, and the child welfare/juvenile justice systems. The objective is to improve coordination among all county agencies and providers who serve justice-involved county residents, and to develop bridges to further build system capacity to ensure access to effective treatment and recovery supports. This county justice ecosystem-focused technical assistance approach coordinates and builds capacity and competencies in county agencies: jails, drug courts, probation, juvenile probation, child welfare, dependency courts, and behavioral health agencies.

The proposed retroactive Memorandum of Understanding (MOU) will be utilized by Behavioral Health and Recovery Services (BHRS) Substance Use Disorders Treatment (SUDT) to continue to build on the work that was started in 2020 through the DHCS Health Management Associates Child Welfare Learning Collaborative “Effective Child Welfare and Justice Systems for Families Impacted by Opioid and Stimulant Use”. BHRS SUDT will add additional champions to the current team to address the MAT need through collaboration, technical assistance, education, and resources to optimize the existing work that is being done in Mendocino County for children and families.

Mendocino County BHRS submitted the MAT in Jails and Drug Courts Learning Collaborative: Drug Court Implementation grant application to DHCS on January 13, 2023 and received notice of award on May 11, 2023. 

Due to time constraints, the grant application was submitted to DHCS prior to Board of Supervisors (BOS) approval. DHCS then determined a start date of May 1, 2023, and BHRS is now seeking BOS ratification of the grant application, and execution of the retroactive MOU.
