Previous Board/Board Committee Actions:
On June 21, 2022, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2022-2023 Budget, Resolution Number 22-149.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
The Director of Animal Care Services has requested a new classification of Veterinarian. The past and current practice is for Animal Care Services to outsource and enter into contracts with veterinarians who hold full time jobs and often work and live outside of the county. With this current structure, surgery dates get backed up and bottlenecked, thus reducing the number of animals being cared for and lessening spay and neuter procedures.
In FY 22-23 the department budget was $130,000 for contracted veterinarians and animal hospitals for the treatment of sick or injured animals. In securing a veterinarian classification, FY 23-34 the budget line item would decrease to $40,000 for hospitals treating sick or injured animals.
With the approval of the proposed classification, Animal Care Services will increase productivity by scheduling more surgeries which will increase revenue; it will reduce the fertile animals in the community and increase the marketability of the large population of dogs and cats. Having a full time Veterinarian on staff will also provide more guidance and training to other animal care employees who wish to promote with the department.
There is no financial impact this fiscal year. The annual recurring cost shown below is calculated at Step 5 including the cost of benefits.
Alternative Action/Motion:
Do not adopt recommendation and direct staff.
