Previous Board/Board Committee Actions:
Approval of Resolution 22-225, 2022-2023 First Quarter Budget Adjustment appropriating funding to the Capital Improvements budget unit for the Hazard Mitigation Grant Program (HMGP) Generators Phase 1 engineering & site design.
Summary of Request:
On August 10, 2022, the County of Mendocino’s application for FEMA Hazard Mitigation Grant Program HMGP DR-4558-405-72R, Mendocino County Critical Generators Mitigation Project, Phase 1 was approved and obligated a Federal Share in the Amount of $80,285 with a County Match of $26,762 for a total Phase 1 Project Cost of $107,047 for Engineering and Site Design. The current grant agreement identifies the following generator locations in Ukiah: Administration Center, 501 Low Gap Road to expand capacity; Emergency Operations Center, 880 South Bush Street to replace portable generator; General Services Agency, 841 Low Gap Road to replace portable generator; Courthouse Annex, 175 South School Street to replace outdated generator; Facilities Offices, 851 Low Gap Road to replace portable generator.
In September of 2023 the County issued RFP 025-23 seeking qualified architectural and engineering firms for the engineering and site design for the Mendocino County Critical Generators Mitigation Project. Yao Engineering, Inc. was determined to be the most qualified vendor through that competitive process and the General Services Agency recommends awarding them a contract in the amount of $58,790. Under direction of County Facilities staff, this contract provides for professional engineering and site design services for the Mendocino County Critical Generators Mitigation Project at five County owned locations that General Services Agency staff has identified as critical facilities to the function of County operations.
Alternative Action/Motion:
Reject Contract and provide alternate direction to staff.
