August 31, 2005, the BOS established the JPA for the Area Agency on Aging (AAA) Planning and Services Area 26.

 

April 4, 2006, BOS approval of Resolution No. 06-048 to establish the AAA Advisory Council.

 

April 17, 2007, the Department of Social Services has an unexecuted first Amendment to Agreement No. BOS-05-160, with an effective date of April 17, 2007, updating the overall JPA to include revised county contributions. 

 

March 13, 2012, BOS approval of second Amendment No. BOS-07-091-A2 to Agreement No. BOS-05-160, with an effective date of July 1, 2012, updating the overall JPA to include revised county contributions. 

 

Summary of Request

The Area Agency on Aging (AAA) of Lake and Mendocino counties plans, coordinates, and implements the development of, and access to, community-based support services for seniors and their caregivers, allowing older individuals 60 years of age or older to maintain their dignity and quality of life, and stay safe and independent in their own homes and communities. There are no fees charged for AAA support, and services are not withheld due to an inability to contribute.

 

Lake and Mendocino Counties have been in a Joint Powers Agreement (JPA) for AAA services since 2005. In 2006, the County of Mendocino Board of Supervisors established the AAA Advisory Council to address requirements of the JPA. Since then, the JPA has been amended twice, updating county contributions each time.

 

The proposed third Amendment to JPA Agreement No. BOS-05-160, adjusts county contributions again, based on the number of seniors in each respective county. Per the terms of the original JPA, contribution calculations are to be updated every four years in alignment with the Area Plan, using the most recent state Census data available. Mendocino County’s match is 56% for a total of $94,777, and Lake County’s match is 44% for a total of $74,647.

 

The retroactive effective date of this third Amendment is December 14, 2023, established based on the date of the AAA Governing Board meeting where the item was voted upon. Representative members from the Board of Supervisors of both Lake and Mendocino counties participated in approval of changes contained in the proposed third Amendment. In order to finalize this third Amendment, the full Board of Supervisors in each county must approve; Lake County is set to consider this item for final approval once Mendocino County has completed their respective approval. Significant delays were caused in the processing of this third Amendment due to staff who were unexpectedly on leave, and Department leadership changes.
