Approve amendment to Agreement No. BOS 23-145 between the County of Mendocino and the Mendocino County Resource Conservation District (MCRCD) in the amount of $0 to provide services in relation to the County’s Community Development Block Grant (CDBG) standard Agreement number 21-CDBG-NH-20006 to target illegal dumping, general site clean-up, and blight removal in Covelo and Round Valley area; authorize Chief Executive Officer to sign any future amendments to the Agreement that do not increase the amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

On April 20, 2021, Planning and Building Services (PBS) brought forward a CDBG application for discussion and action requesting funding for three projects totaling $1,500,000. The Board adopted Resolution 21-059 approving the submission of an application for three projects (MCRCD for Blight Removal; West Company Microenterprise Technical Assistance for Small Business Development; and Planning Technical Assistance for Senior and Community Center Design).

 

On April 19, 2022, PBS brought forward a resolution revising the budget from the 2021 CDBG Notice of Funding Availability (NOFA) reducing the total award amount from $1,500,000 to $1,000,000 which reduced the amount for the Covelo Clean-Up project to $500,000.  The Board approved the revised budget by adopting Resolution 22-094.

 

On August 29, 2023, the BOS approved the Subrecipient Agreement between the County of Mendocino and the Mendocino County Resource Conservation District (MCRCD) in the Amount of $88,301.50 to provide services for the implementation of the County’s Community Development Block Grant (CDBG) Standard Agreement Number 21-CDBG-NH-20006 from August 29, 2023, to August 17, 2025.                     

 

Summary of Request

Per Agreement No. BOS 23-145, MCRCD is responsible for facilitating community volunteer cleanups, coordinating a community outreach campaign in conjunction with a local community advocate, producing signage and social media content, and delivering additional professional outreach and education services.

 

MCRCD requested a $0 budget amendment to realign budget line items to accommodate updated project priorities and requirements identified through discussions with the County and Round Valley Indian Tribes. This amendment ensures that the budget accurately reflects changes in project focus based on partner discussions. It also incorporates new contract provisions mandated by the grant funder (HCD) while adhering to county policies. Although the total grant amount remains the same, this adjustment is necessary to facilitate project goals and objectives, proper financial management, and compliance with updated guidelines and requirements.

 

Alternative Action/Motion:

Do not approve the agreement and return the item to staff for alternate handling.
