On July 11, 2023, the County of Mendocino Board of Supervisors (BOS) approved Agreement No. BOS-23-126 through which RCS provides Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Intensive Care Coordination, Intensive Home-Based Services, Therapeutic Behavioral Services, and Therapeutic Foster Care. MHSA programs provided by RCS include Integrated Care Coordination for beneficiaries through the Wellness and Recovery Center, Crisis support and follow up services for Medi-Cal and indigent clients, Supported Housing Services, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses and severe emotional disturbances. RCS serves up to 350 individuals through the Arbor program, 24 individuals through Transitional Age Youth Housing, and 300 individuals through Crisis Services under MHSA.
On May 21, 2024, the BOS approved first Amendment No. BOS-23-126-A1 to increase the total amount to $11,574,365 due to payment reform and an increase in the number of clients served. On June 25, 2024 the BOS approved second Amendment No. BOS-23-126-A2 to extend the Agreement end date to September 30, 2024, increase the number of clients served by 20%, and increase the SMHS allocation for a new total amount of $14,348,063. On August 8, 2024, the Director of Health Services approved Third Amendment No. MH-23-060 to update the line item amounts within the Exhibit B-1, Payment Terms - SMHS. The proposed Fourth Amendment increases the MHSA allocation by $231,500 for a new Agreement total of $14,579,563, to allow RCS to continue providing MHSA programs in Mendocino County.
