Summary of Request:
On February 27, 2024, the County of Mendocino, Board of Supervisors (BOS) approved a revenue Agreement with Partnership HealthPlan of California (PHC) to provide Community Supports Services using California Advancing and Innovating Medi-Cal (CalAIM) funds. Services under the Agreement began on August 1, 2023, including housing, transition navigation services, housing deposits, and housing tenancy and sustaining services.
In April 2024, the Department of Social Services (SS), Special Projects Team applied for related funding from PHC for additional CalAIM funds for an Incentive Payment Program (IPP) to assist in the development of the Community Supports Services program infrastructure. The application process for additional CalAIM IPP funds had a short window of opportunity, causing the Special Projects Team to seek BOS ratification of submission.
In July 2024, PHC sent the award notice for $207,000 in CalAIM IPP funds, and the proposed revenue Agreement to SS for approval. Through this revenue Agreement, CalAIM IPP services will be provided, including case management and billing infrastructure to run the program and pay for program staff to develop policies and procedures, and to start providing and billing for services.
Alternative Action/Motion:
Return to staff for alternative handling.
