Summary of Request:
On May 17, 2022, the Mendocino County Board of Supervisors approved submission of grant application for the annual allotment of funds available through the California Department of Public Health (CDPH) for Public Health Emergency Preparedness (PHEP), State General Fund Pandemic Influenza, and Administration for Strategic Preparedness and Response Hospital Preparedness Program (HPP). On May 20, 2022, Mendocino County Department of Public Health (PH) submitted the grant application; on October 13, 2022, PH received the proposed grant Agreement for execution; and on January 20, 2023, the State provided PH with an amended grant Agreement for execution, including State-level edits to the October 13, 2022 document.
Collectively, funding from the proposed five-year grant Agreement is intended to enhance day-to-day response plans and prepare for public health and/or medical emergencies. Through the proposed five-year grant Agreement, CDPH will provide PH with a projected annual allotment of $358,989, and a maximum payable amount of $2,024,067 for the life of the grant, which includes carryforward funds. Funds will be used for Public Health Emergency Preparedness (PHEP), Pandemic Influenza, and the Hospital Preparedness Program (HPP).
PHEP funding is intended to build public health preparedness and response capabilities nationwide, to build and strengthen effective response to a range of public health threats, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events. Preparedness activities funded with PHEP specifically target the development of emergency-ready public health departments that are flexible and adaptable. Pan Flu funding is intended to enhance local health jurisdiction readiness to respond to an infectious disease outbreak. Pan Flu funding compliments and supports PHEP and HPP funding goals while expanding the planning, training, and exercising of mass vaccinations in response to an infectious disease outbreak. HPP funding is intended to improve capacity of the health care system to plan for and respond to large-scale emergencies and disasters, to develop and sustain health care coalitions (HCCs). HCCs consist of core members from health care, public health, emergency medical services and emergency management organizations plus additional members that support the health care delivery system. HCCs partner to prepare health care systems to respond to emergencies and disasters, with an aim to improve patient outcomes during disasters and to minimize the need for state and federal resources.
The State provided the amended grant Agreement on January 20, 2023, with a start date of July 1, 2022, necessitating retroactive approval.
