Summary of Request

Redwood Community Services, Inc. (RCS) provides Specialty Mental Health Services (SMHS) and Mental Health Services Act (MHSA) programs to Mendocino County youth (ages 0-18), transitional age youth (ages 19-24), and adults (age 25+). These services are provided within schools, the community, and the RCS office, to qualifying residents in Ukiah, Willits, and Fort Bragg.

 

On June 21, 2022, the Mendocino County Board of Supervisors (BOS) approved Agreement No. BOS-22-166 with RCS for SMHS and Community Services and Supports Services. Through this Agreement, RCS provides SMHS including: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Intensive Care Coordination, Intensive Home-Based Services, Therapeutic Behavioral Services, and Therapeutic Foster Care. RCS provides these services for up to 300 youth (ages 0-18), 150 transitional age youth (ages 19-24), and 300 adult beneficiaries, and provides 900 crisis services under SMHS. Through the Agreement, RCS also provides MHSA programs including: Integrated Care Coordination for beneficiaries through Wellness and Recovery Center, Crisis support and follow up services for Medi-Cal and indigent clients, Supported Housing Services, Full Service Partnerships (FSP), and Behavioral Health Court to better serve consumers with severe mental illnesses and severe emotional disturbances. RCS provides these services for up to 350 individuals through the Arbor program, 24 individuals through Transitional Age Youth Housing, and 300 individuals through Crisis Services under MHSA.

 

RCS has contracted with Redwood Quality Management Company (RQMC) (DBA Anchor Health Management) as a Contractor and a Subcontractor for Mendocino County Behavioral Health and Recovery Services (BHRS) through the Request for Proposal awarded to RQMC as an Administrative Services Organization. While RCS provides SMHS through Agreement No. BOS-22-166, RQMC provides administrative and utilization review of contracted providers in regard to SMHS.

 

On April 25, 2023, the BOS approved first Amendment to Agreement No. BOS-22-166 to increase the Agreement total to $10,123,000. The proposed second Amendment to Agreement No. BOS-22-166 increases the maximum amount allocated for the full Agreement to $10,523,000, to fund SMHS provided to qualifying individuals. Increased funds come from realignment and Federal Financial Participation funds. Once the proposed second Amendment is executed, it will be used to fund any services that were provided from July 1, 2022, through June 30, 2023. 

 

This second Amendment to Agreement No. BOS-22-166 is retroactive due to current billing projections showing a remaining balance for coverage of services that were provided within the 22-23 fiscal year.
