Recommended Action/Motion:

Approve retroactive Agreement with North Coast Opportunities in the amount of $58,433 to provide child care navigation and trauma-informed care training for the period of July 1, 2018 through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement, due to the State increased allocation, that do not cause the Agreement amount to exceed $88,433; and authorize Chair to sign same.

Summary of Request

Since January 1, 2018, California counties have had the option to opt-in each fiscal year to the Emergency Child Care Bridge Program for Foster Children. This optional program provides funding for vouchers to eligible foster parents for six to twelve months of child care, a child care navigator, and trauma-informed care training and coaching. The child care navigator will assist eligible families with finding a child care provider, securing subsidized child care placement, assisting with child care applications and developing a plan for long term child care. The Bridge Program also requires counties to contract with their local Child Care Resource and Referral programs to provide the child care navigation and trauma-informed care training and coaching for child care providers participating in this program. North Coast Opportunities is the Child Care Resource and Referral program for Mendocino County.

 

The California Department of Social Services (CDSS) issued the 2018-19 minimum fiscal allocation letter on June 14, 2018 (All County Letter 18-73), and Health and Human Services Agency, Family and Children’s Services submitted the opt-in certification on July 10, 2018. CDSS announced on July 31, 2018, that not all counties opted in; therefore, CDSS will be redistributing the remaining funds. CDSS accepted Mendocino County’s Bridge Program Plan and awarded funds on August 10, 2018. NOTE: This contract reflects the minimum allocation. CDSS cannot yet provide the final amount or the expected release date. HHSA will notify the Board upon receiving the final allocation letter from CDSS.
