Previous Board/Board Committee Actions:

By Minute Order (December 7, 1999), the Board directed the Chief Administrative Officer (CAO) and the Department of Transportation to develop a proposed district site plan and conduct a public information meeting to verify the Caspar community’s support for an underground utility district.  By Minute Order (December 5, 2000), the Board placed Caspar second on the priority list for undergrounding utilities, behind Gualala.                     

 

Summary of Request

Chapter 22.04 of the Mendocino County Code sets forth a procedure for the creation of underground utility districts to provide for removal of existing overhead utility facilities and installation of underground utilities.  With the completion of the Gualala Utility Underground District, Caspar is next on the approved list. Staff requests that the Board of Supervisors conduct a public hearing for receiving comments on formation of the Caspar Utility Underground District and adopt the resolution designating certain portions of the community of Caspar as Underground District Number 11.  In addition, staff recommends:

 

(1)                     Authorizing use of Pacific Gas and Electric Company (PG&E) Rule 20A funds to fund conversions of all individual property overhead electric panels to underground panels (under a County contract), and

(2)                     Authorizing County representatives to test for, offer financial surety for, and coordinate soil remediation and reimbursement issues related to possible underground petroleum product tanks having caused contaminated soil, if applicable, and

(3)                     Authorizing staff to coordinate with the PG&E to obtain required utility easements from the affected property owners within the Underground Utility District 11. 

 

Alternative Action/Motion:

Postpone the public hearing on the formation of Caspar Underground Utility District 11, risking reallocation of the Rule 20A funds by PG&E.

budget clarification: During FY 2023/24, County staff costs are estimated to be approximately $4,000 to confirm the Caspar Underground Utility District, coordinate with PG&E, research, and interface with the public. There is an expected lull in County involvement while PG&E develops their plans. Construction is estimated for 2030. Before then, an estimated $50,000 will be required for property owner agreements to obtain the necessary easements and coordinate any underground cleanup if soil contamination is discovered. The year prior to construction, an estimated $8,000 will be required for contract management. During construction, an estimated $12,000 will be needed for field oversight supporting construction.
