Summary of Request

On July 11, 2023, the County of Mendocino Board of Supervisors (BOS) approved Agreement No. BOS-23-124 with Mendocino Coast Hospitality Center (MCHC) to provide Specialty Mental Health Services (SMHS) to eligible Medi-Cal beneficiaries of Mendocino County for Fiscal Year 2023-24. Through this Agreement, MCHC provides SMHS and Mental Health Services Act (MHSA) programs to Mendocino County adult residents in Fort Bragg. These services include Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Integrated Care Coordination for beneficiaries through an Adult Wellness and Recovery Center, Full Service Partnerships, and Behavioral Health Court. MCHC serves up to 200 adult beneficiaries under SMHS, and up to 300 individuals through MHSA programs.

On May 6, 2024, the County of Mendocino executed first Amendment No. MH-23-050, updating the Exhibit B, Payment Terms in Agreement No. BOS-23-124 to reflect updated line items. The proposed second Amendment extends the Agreement end date to September 30, 2024, increases the number of clients MCHC will serve by 20%, increases the total amount by $130,000 for increased SMHS, FSP Billing Match/FFP, and MHSA allocations, for a new Agreement total of $726,000, and adds updated CPT Billing Code Rates for Fiscal Year 2024-25. The proposed second Amendment will allow MCHC to continue providing SMHS and MHSA programs in Mendocino County, while Behavioral Health and Recovery Services issues a new Request for Proposals for these services.

This Amendment was processed as soon as MCHC informed BHRS their intent to continue to do SMH services for FY 24-25 therefore this retroactive Amendment was not anticipated. Once the proposed second Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2023 to September 30, 2024.
