Summary of Request:
The Center at Sierra Health Foundation provides Elevate Youth California grant funds under contract with the State of California’s Department of Health Care Services through Proposition 64, California Cannabis Tax Fund, Allocation 3, Youth Education Prevention, Early Intervention and Treatment Account. This funding opportunity focuses on youth from communities of color and other marginalized populations that are disproportionately impacted by the War on Drugs, criminalized for substance use, and often have less access to prevention, treatment and information about substance use disorder supports. These populations include American Indian/Alaskan Native, African American, Asian-Pacific Islander and Latinx communities in California, youth of color who are part of the LGBTQ2S+ community, youth with disabilities or who have life experiences that increase the risk of substance use disorder, including being system-impacted and formerly incarcerated, youth who have experienced the foster care system, and youth experiencing homelessness.
Mendocino County has communities that are very isolated from the larger population centers, and more ethnically concentrated. These communities are at higher risk of poverty and risk factors associated with substance use, in addition to having extremely limited resources for activities that foster resiliency and community building. As a result, Mendocino County Behavioral Health and Recovery Services(BHRS) Substance Use Prevention intends to use Elevate Youth California grant funds to develop programs that are culturally responsive, centered on resiliency and healing, and specifically for youth focusing on substance use prevention in some of Mendocino County’s most rural and ethnically concentrated communities.
BHRS submitted the Elevate Youth California grant application on January 6, 2022. Award decisions were anticipated to be released by February 10, 2022, and if awarded, the County will use grant funds for the intended purpose.
