Previous Board/Board Committee Actions:
The Board of Supervisors adopted a Local Coastal Program (LCP) as a Coastal Element of the General Plan on November 5, 1985, which was subsequently certified by the California Coastal Commission on November 20, 1985. In 1991, the Board adopted Division II of Title 20 of Mendocino County Code through Ordinance No. 3785. On October 2, 2018, the Mendocino County Board of Supervisors adopted an ordinance amending the County Inland Zoning Code (Title 20-Division I of the Mendocino County Code) to update regulations for accessory dwelling units. At that time, the Board directed staff to prepare an amendment to the Local Coastal Program to establish regulations for accessory dwelling units in the coastal zone of Mendocino County.
Summary of Request:
On July 18, 2019, the Planning Commission conducted a public hearing and reviewed a Local Coastal Program (LCP) amendment to establish accessory dwelling unit regulations in the coastal zone, consisting of a General Plan amendment (GP_2018-0003) and an Ordinance amendment (OA_2018-0009). The Planning Commission adopted a resolution making a formal recommendation to the Board of Supervisors that the LCP amendment be submitted to the Coastal Commission for certification. GP_2018-0003 amends Chapters 3.2, 3.3, and 3.9 of the Coastal Element of the Mendocino County General Plan. OA_2018-0009 amends Mendocino County Code, Title 20, Division II, Chapters 20.308, 20.316, 20.456, 20.472, 20.532, 20.536, and 20.544. The LCP amendment allows accessory dwelling units in the coastal zone subject to regulations to ensure the protection of coastal resources. To the extent possible, the new regulations mirror the regulations for accessory dwelling units in inland Mendocino County. See attached Resolution, Staff memo, and Planning Commission Hearing Packet with Signed Resolution.
