Previous Board/Board Committee Actions:
On June 20, 2017, the Board of Supervisors adopted the Master Position Allocation Table for FY 2017 - 2018 Budget, Resolution No. 17-081. On November 5, 2013, the Board of Supervisors adopted Resolution No. 13-109 regarding the Terms and Conditions of Employment of Unrepresented Employees.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
Due to the manner in which the Mendocino County Public Attorneys Association (MCPAA) have negotiated salary increases for represented attorneys in the last several contracts, the pay levels of Deputy Public Defender III/IV, Deputy District Attorney III/IV, Child Support Attorney III,/IV, Chief Public Defender, Chief District Attorney and Chief Child Support Attorney have surpassed the pay levels of Deputy County Counsel III/IV and Chief County Counsel, which have historically had a five to ten percent (5 - 10%) higher pay level than attorney classes represented by MCPAA. Although County Counsel attorneys are unrepresented and subject to Resolution No. 13-109, which ties unrepresented employees to the Department Head Association terms and condition of employment, including any future negotiated salary changes, the intent of this Resolution is to align the pay levels of the Deputy County Counsel I/II/III/IV and Chief County Counsel to that of the attorneys represented by MCPAA, until such time as there is a pay adjustment authorized through Department Head Association negotiations. The costs associated with this increase were not specifically budgeted in Fiscal Year 2017 - 18; however, the department will absorb the costs of the increase in their current budget allocation.
