Authorize the Mendocino County Department of Public Health Director, or designee, to accept and execute the binding allocation letter for $723,894 of “Future of Public Health” (FoPH) funds available through the California Department of Public Health, to support local health jurisdictions and strengthen local infrastructure for the period of July 1, 2022, through June 30, 2023; approve Appropriation Transfer of funds creating a new Organization Code in Budget Unit 4010 PH to be named “PHFOPH” for the FoPH funding allocation, and transferring FoPH funds from 82-5490 according to the following: $3,000 to 86-2060 for communications, $36,759 to 86-2170 for office supplies, $6,000 to 86-2230 for information tech equipment, and $678,135 to 86-2239 for special department expenses; authorize the Public Health Director or designee to sign any future amendments to the allocation that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

The Budget Act of 2022 for budget year 2022-2023 [Health and Safety Code 101320, 101320.3, and 101320.5] provides $200,400,000 annually to local health jurisdictions for public health workforce and infrastructure, referred to as the Future of Public Health (FoPH) funding. These funds are considered ongoing funds and part of the ongoing baseline state budget. California Department of Public Health is allocating $723,894 of these FoPH funds to the County of Mendocino.

 

In order to accept the FoPH funding allocation, the Mendocino County Department of Public Health (PH) must execute and return the proposed binding Allocation Letter. The Allocation Letter outlines funding details and requirements, submission requirements, reporting requirements, and reimbursement and invoicing details.

 

The proposed Allocation Letter was received on June 30, 2022, with a period start date of July 1, 2022 through June 30, 2023, but did not began processing through County approvals until mid-December 2022 due to PH staffing shortages and turnover. As a result this Allocation is being approved retroactively, with FoPH funds allocated for the period of July 1, 2022 through June 30, 2023, to be  available for encumbrance or expenditure until June 30, 2024.
