Approve Property Lease Agreement with Redwood Community Services, Inc. in the amount of $12 per year, for County premises located at 641 Orchard Avenue in Ukiah, CA, for the purpose of operating a Crisis Residential Treatment facility, effective upon signing for two years, with the option to extend up to two additional two year periods, for a total of six years; authorize the Behavioral Health Director or designee to sign any future amendments that do not increase the total amount of the lease; and authorize Chair to sign same.

Summary of Request:
Mendocino County Behavioral Health and Recovery Services (BHRS) released Request for Proposal (RFP) No. MH-20-005 for Crisis Residential Treatment Facility Operations on August 11, 2o2o. The RFP received one qualified proposal from Redwood Community Services, Inc. (RCS). After reviewing the proposal, BHRS selected RCS, and issued an award notice.
Crisis Residential Treatment Facility Operations are funded through Medi-Cal, Realignment, and the Mental Health Services Act. Through the proposed Lease Agreement with RCS, County premises located at 641 Orchard Avenue, Ukiah, CA will be utilized to provide Residential Treatment Facility operations and Crisis Residential services. Services will be provided on a transitional basis to Mendocino County adults, aged 18 years or older, who are experiencing a mental health crisis. The Crisis Residential Treatment facility will have a 30-day maximum, and 14-day average length of stay. Through these efforts, there will be a reduction of psychiatric hospitalizations, allowing for redirection of funding to cover operational costs.
