Summary of Request

The California Department of Health Care Services (DHCS) is utilizing funding received from the Behavioral Health Continuum Infrastructure Program (BHCIP) to initiate and support planning efforts towards the acquisition and expansion of behavioral health infrastructure.

Behavioral Health and Recovery Services (BHRS) intends on using funds to secure resources towards researching and assessing sites for a partial hospital care/rehabilitative care/board and care facility in Mendocino County, generate participation and collaboration from community stakeholders to address urgent gaps in the care continuum, and seek geographic equity of behavioral health and community care options.

BHRS has been working to build and enhance infrastructure to support the specialty mental health continuum of care. Projects completed in recent years or that are nearing completion include the addition of a supported housing complex and other supported housing opportunities, the development of a Crisis Residential Treatment program, and the expansion of services, such as the crisis care mobile units, through grants and other funding sources. Mendocino County currently has no acute psychiatric hospitals, no residential sub-acute or rehabilitative services, and only two long-term residential care settings for specialty mental health clients.

The funding from this grant will enable BHRS to collaborate with other stakeholder entities to achieve a number of goals such as evaluating population-level data to identify and develop ways in which best practices and partnerships can be implemented, identifying key stakeholders, working with feasibility consultants, selecting which facility type(s) are best fit for capacity and need in Mendocino County, building community support, and determining sustainability.

BHRS submitted the BHCIP Application on November 30, 2021. The award announcement was received on January 4, 2022, and BHRS is waiting for the final agreement to be received, which may result in a retroactive start date according to the award letter.
