Approve Agreement with Redwood Community Services, Inc. in the amount of $911,058 per year, with a total of $1,822,116 for a two-year period, to provide Residential Treatment Facility operations and crisis residential services on a transitional basis to Mendocino County adults, age 18 and older, who are experiencing a mental health crisis, effective upon full execution and for two years thereafter, with the option to extend for up to two additional two-year periods for a total of six years; authorize the Behavioral Health Director or designee to sign any future amendments to the agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
On August 11, 2020, Behavioral Health and Recovery Services (BHRS) released Request for Proposal (RFP) No. MH-20-005-RFP for Crisis Residential Treatment Facility Operations. The RFP resulted in submission of one qualified proposal from Redwood Community Services, Inc. BHRS reviewed the proposal, awarded the contract to RCS, and began negotiating the Agreement.
Through the proposed Agreement, RCS will provide Residential Treatment Facility operations and crisis residential services on a transitional basis to Mendocino County adults, age 18 years or older, who are experiencing a mental health crisis. The goal of the program is to reduce the utilization of psychiatric inpatient facilities. The length of stay at the facility is 30 days, with an average length of stay of 14 days. RCS will transition clients from higher, more expensive levels of mental health services, to more independent, lower levels of care and housing in the community. The Crisis Residential Treatment Facility operations will be funded through Medi-Cal, Realignment, and the Mental Health Services Act. The reduction in psychiatric hospitalizations as a result of the Crisis Residential Treatment Facility will allow for redirection of funding to cover operational cost.
