Adopt Resolution ratifying submittal of the application for the MCAQMD to participate in Year 5 of the State Air Resources Board (AB 617) CAPP Grant (G21-MCAP-12), authorizing the APCO to accept State Program funds in the amount of $135,151 and committing to comply with the requirements of the Grant Agreement for the term of May 15, 2022 through June 30, 2026, and execute the grant agreement on behalf of the MCAQMD; authorize Chair to sign same.

Summary of Request:
In 2017, the Governor signed legislation aimed at improving neighborhood-level air quality as part of the state’s Cap-and-Trade Program. AB 398 extended and improved the Cap-and-Trade Program which will provide billions of dollars in auction proceeds towards communities in California.
AB 617 established a new program, Community Air Protection Program (CAPP), to measure and reduce air pollution from mobile and stationary sources at the neighborhood level in the communities most impacted by air pollutants. AB 617 requires the California Air Resources Board (CARB) to work closely with local air districts and communities to establish neighborhood air quality monitoring networks and to develop and implement plans to reduce emissions.
The CAPP Program grant is intended to provide resources to local air districts to cover district costs associated with actions to reduce exposure to criteria air pollutants and toxic air contaminants in disadvantaged and low-income communities. It is requested that the Board adopt this Resolution to authorize the MCAQMD’s acceptance of Year 5 CAPP funding.
