Cormier (DBA Nutmeg Consulting, Inc.), in the amount of $94,892, to retain professional administrative support services for the Mendocino County Homeless Services Continuum of Care (MCHSCoC) Homeless Management Information System (HMIS), effective July 1, 2026, through June 30, 2027; authorize the Social Services Director or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

A Homeless Management Information System (HMIS) is a local information technology system used to collect client-level data and data on the provision of housing and services to individuals and families experiencing or at risk of homelessness. Per 24 CFR 583.7(b), each Continuum of Care is responsible for operating an HMIS that complies with the U.S. Department of Housing and Urban Development’s (HUD) data collection, management, and reporting standards. Mendocino County Department of Social Services is the current HMIS Lead Agency for Mendocino County Homeless Services Continuum of Care (MCHSCoC).

 

Due to ongoing staffing shortages within the unit assigned to HMIS administrative duties, in March 2025, the Department retained outside HMIS Administrative Support Services with Russell A. Cormier (DBA Nutmeg Consulting, Inc.) to maintain its administrative responsibilities as the MCHSCoC HMIS Lead Agency. The proposed agreement utilizes funding from Round 5 HHAP funding Agreement No. 24-HHAP-10038 to continue the provision of professional services necessary to administer the HMIS as required by HUD. A Managed Help Desk and Information Portal has been established, which is utilized by all 69 HMIS End Users across 16 unique organizations, including two (2) Tribal Nations, Veterans Administration, and Department of Social Services. The proposed Agreement is fully funded by HHAP funds, with no General Funds used.

 

This is a retroactive agreement. Due to the recent updates to Policy 1 and the additional coordination required to implement those changes, we were not able to finalize signatures and submit the item to Granicus in time for the last June Board of Supervisors meeting.
