Summary of Request:
The Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress on March 27, 2020,
included funds for homeless services through the U.S. Department of Housing and Urban Development’s
(HUD) Emergency Solutions Grant (ESG-CV) to support Continua of Care (CoC) in addressing Coronavirus
among those experiencing homelessness. Mendocino County received $5,463,823 in ESG-CV funding, and utilized part of it to contract with Simtech Solutions, Inc. through Agreement No. SS-21-093 for a subscription to the “Counting Us!” mobile application through January 10, 2023, to automate the 2022 Point-in-Time (PIT) count and conduct surveys with people experiencing homelessness in Mendocino County. On March 28, 2023, the Mendocino County Board of Supervisors (BOS) approved first Amendment No. BOS-23-046 to Agreement No. SS-21-093, extending the term through December 14, 2023, and adding additional funds to renew the annual “Counting Us!” subscription for the 2023 PIT count and surveys, utilizing CARES Act funds.
In 2019, the State of California established the Homeless Housing, Assistance, and Prevention (HHAP) Program with the goal of providing one-time flexible block grant funds to CoC and Counties to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. California Interagency Council on Homelessness (Cal ICH) has issued four rounds of funding to Mendocino County and the Mendocino County Homeless Services Continuum of Care (MCHSCoC). On December 17, 2021, Cal ICH released the Notice of Funding Availability (NOFA) for HHAP-3. On April 4, 2022, the BOS ratified submission of the HHAP-3 Standard Agreement to apply jointly with the MCHSCoC not to exceed $2,271,478.84 and approved revenue initial disbursement Standard Agreement No. 22-HHAP-10041 with Cal ICH in the amount of $567,869.71. On February 28, 2023, the BOS approved the HHAP-3 Revenue Remainder Disbursement Standard Agreement No. 22-HHAP-20041 with BCSH in the Amount of $1,703,609.13.
The proposed second Amendment to Agreement No. SS-21-093 utilizes HHAP funds to extend the term of Agreement No. SS-21-093 through January 15, 2025, and increase funds available to renew the “Counting Us!” mobile application subscription for the 2024 PIT Count of persons experiencing homelessness in Mendocino County. Under this second Amendment, subscription services include: basic features and pricing for a one-year period; volunteer registration portal; count area and team management; ability to do two separate count activities which are a Youth Specific Count and a Tribal Specific Count; geographic sampling and enumeration; shelter-based survey; family reunification questions; known location survey; disaster response survey; and translation of surveys into Spanish. Once the proposed second Amendment is executed, it will be effective for the full term of the Agreement, from January 11, 2022 through January 15, 2025.
The proposed second Amendment is retroactive, with the first Amendment expired as of December 14, 2023. The unit within the Department of Social Services responsible for processing this second Amendment is experiencing a lack of staff capacity created by vacant positions and increased workloads generated by new state legislation (AB 977). Due to this, staff was unable to process the second Amendment in time to avoid a retroactive situation.
