Previous Board/Board Committee Actions:

The Board previously approved the letters of agency and authorization on October 21, 2014: item 8a and on October 1, 2019: item 4i; and on June 7, 2022, the Board approved the contract with Columbia Telecommunications Corporation Technology and Energy (CTC): item 3z.

 

Summary of Request

Mendocino County Library would like to continue to participate as a member in the Corporation for Education Network Initiatives in California (CENIC) which connects most research, educational institutions, and libraries in the state of California. The letters of agency and authorization allow the CENIC consortium, a 501©(3) non-profit organization, to include the library in the federal E-rate discount program for the purposes of securing those discounts on eligible telecommunications/data transmission services for eligible library locations and to allow participation in the California Teleconnect Fund discounts provided by the California Public Utility Commission (CPUC). The letters also designate the Columbia Telecommunications Corporation Technology and Energy (CTC) to administer the programs on behalf of the CENIC member. The County Library has a contract with CTC approved by the Board of Supervisors in 2022. CTC administers the consortium procurement and will handle the E-rate filing for discounts in 2023-24, 2024-25, 2025-26, 2026-27, and 2027-28 E-rate application years. The E-rate reimbursements will be processed in future quarters to offset current invoices.

 

This program helps the county move towards An Effective County Government by providing substantial discounts to the library communications expenses. This program has also helped to install the first fiberoptic high-speed broadband in remote communities including: Point Arena, Covelo, and Laytonville.
