Previous Board/Board Committee Actions:
March 7, 2017, the Board adopted Ordinance No. 4380 including section 18.08.030 of County Code, which specifies penalties for violations of doing work without first obtaining a building permit.
Summary of Request:
Code Enforcement Complaint IC_2023-0606 for Meadow Farm Community Land Trust, located at 31271 Country Road in Fort Bragg resulted in the identification of 23 non-permitted structures and infrastructure that require building permits to resolve the case. Most of these required permits have an applied violation penalty of X2 (or add two base fees) on top of the standard building permitting fees. An exception to this would be for any permits that qualify for an over-the-counter permit issuance, to which it would be a X1 violation penalty fee that is applied.
Meadow Farm Community Land Trust is a non-profit (501(C)(3)) organization dedicated to regenerative land stewardship, affordable and sustainable housing, community resilience and disaster preparedness, as well as food security and education. Meadow Farm Community Land Trust is a volunteer-led organization dedicated to supporting affordable rural housing, sustainable living, and shared responsibility.
Meadow Farm Community Land Trust is prepared and willing to address all identified violations, but the financial cost of added violation/penalty fees is a significant financial barrier to resolving the violations. This item is brought forward in an effort to support compliance at the property and resolution of the Code Enforcement case by waiving the violation/penalty fees associated with Code Enforcement complaint IC_2023-0606.
Alternative Action/Motion:
Do not adopt resolution and require payment of violation/penalty fees.
