Summary of Request

This agreement is for a multi-faceted project which will implement roadside fuels reduction in key locations in the Covelo and Laytonville areas, complete CEQA analysis for five future fuels reduction projects to streamline and accelerate future implementation activities, and fund Mendocino County Fire Safe Council (MCFSC) existing Mendocino County Community Chipper Days program for an additional three years.

 

MCFSC will conduct roadside fuels reduction along seven, heavily vegetated stretches of road in and around Covelo which were identified by the Covelo Fire Protection District as high priority projects. The roads included in this portion of the project are Road 337L, Road 337F, McCombs Lane, Bigger Lane, Shady Lane, Biggar Lane, and Oak Lane.

 

The other roadside fuels reduction will be along Dos Rios Road. This alignment was identified and selected as a high priority project through outreach to the Long Valley Fire Protection District, which serves the Laytonville area. In total, approximately 10.7 linear miles of Dos Rios Road will receive roadside fuels reduction, resulting in treatment of approximately 51.9 acres.

 

The areas proposed for CEQA analysis are: 1) the western portion of Branscomb Road from the community of Branscomb, inland, to the community of Westport, on the coast; 2) Old River Road, which connects the communities of Hopland and Talmage in southern Mendocino County; 3) Redwood Ridge Road, a ridgetop road alignment near Boonville; 4) Black Bart Trail, a rural residential road serving residences to the southeast of the community of Redwood Valley; and 5) a shaded fuel break in the hills to the west of Hopland, a priority project in the newly-developed Hopland Community Wildfire Protection Plan which will protect the community from a wildfire advancing from the west.

 

The curbside chipping program allows residents anywhere in Mendocino County to clear defensible space around their homes and stack their brush on their parcel adjacent to the road. Once service is requested, a chipper and crew travel to the area and chip the cleared brush at no charge to the landowner. Chips are either broadcast on site or hauled to an appropriate disposal facility. The intent of the program is to encourage landowners to establish and maintain defensible space; the service is available to all communities in Mendocino County.

 

As described above, this project includes CEQA analysis-botanical and archaeological review. The agreement is retroactive to allow for the CEQA work-specifically the botanical review to be done during the spring season when it’s most ideal.
