Approve retroactive Agreement with Michael Unroe, MFT in the amount of $6,000 to provide mental health therapy services not covered by Medi-Cal or other insurance for court-ordered clients for Health and Human Services Agency, Family and Children’s Services, effective July 1, 2020 through June 30, 2021; authorize Health and Human Services Agency Assistant Director/ Social Services Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
During Fiscal Year (FY) 2018-19 and FY 2019-20, Michael Unroe, MFT provided limited individual and family therapy services, not covered by Medi-Cal or other insurance, to Family and Children’s Services (FCS) clients residing in the Willits area as part of their court-ordered case plans to support family reunification. A contract with Mr. Unroe was not anticipated for FY 2020-21 since Mr. Unroe did not respond to Request for Proposal (RFP) No. SS-19-008-RFP issued by FCS on August 5, 2019 for therapy services. However, during the transition of services to providers who were selected from the RFP, Mr. Unroe provided therapy services during FY 2020-21 for three clients from two families being served by FCS. This retroactive Agreement covers services provided by Mr. Unroe during FY 2020-21 to these specific clients.
Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and reassessing services provided under contracts to determine what services are able to continue and in what manner to comply with Federal, State and Local requirements. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. This process necessitated a retroactive Agreement.
