Previous Board/Board Committee Actions:

On June 20, 2023, the Board of Supervisors approved agreement 23-104 with Land Logistics in the amount of two-hundred forty thousand dollars ($240,000.00) for assistance with Special Planning Projects. Such projects include the Local Coastal Program (LCP) Update, SMARA, and Housing Element Update.                     

 

Summary of Request

Planning and Building Services is seeking approval of the first amendment to BOS Agreement 23-104 with Land Logistics, to extend the termination date from June 30, 2026, to December 31, 2027, as several of the special planning projects are still being completed. Our Local Coastal Program (LCP) Grants are set to expire or are due to the State by December 31, 2027, and Land Logistics provides a key role in the facilitation of that Grant including being listed as a subcontractor with the County for project management. Without them, it is unlikely that we (PBS) could complete the grant related work prior to the expiration. In addition, the County’s Housing Element is due, and Land Logistics provides historical knowledge and experience that is critical to the completion of the state-mandated document. Without timely adoption of the document, the County’s infrastructure would severely suffer, and the County could be subject to fines and penalties and potentially be unable to apply for additional grants.

 

Alternative Action/Motion:

Do not approve the first amendment and provide staff with direction.
