Previous Board/Board Committee Actions:
On April 9, 2024, the Board of Supervisors authorized the establishment of the Capital Improvement project to repair the Entry Façade for the Agriculture - Farm Advisor Building in the amount of $200,000. On December 17, 2025 the Board authorized the award of the repair contract to FRC, Inc. in the amount of $197,000 and increased the project budget to $250,000.
Summary of Request:
Last year damage to one of the columns supporting the entry at the Agriculture - Farm Advisor building exposed extensive rot damage, further investigation revealed rot damage to all four of the columns. Staff provided for temporary shoring to support the structure while repairs could be designed and completed. After structural investigation, the project design included new structural columns and beams supported on the existing column footings and replacing the architectural features in kind. After the contractor had removed the plaster and damaged columns it was evident that the concrete column footings were also deteriorated and not fully supported below grade. In addition, there was evidence that water intrusion extended to the top of the wall. This change order includes the cost to remove and replace the concrete column footings and remove and replace additional plaster to the cap flashing. Because the total cost of these changes exceeds the change order limit authority of the Chief Executive Officer or designee under the California Public Contract Code Section 20142, this change order falls under the authority of the Board of Supervisors.
