Hold the pubic hearing and review the performance of the Community Development Block Grant (CDBG) Agreement number 21-CDBG-ED-10007 for Microenterprise Technical Assistance Program and authorize the County of Mendocino to close out grant, as required by the State Housing Community Development (HCD) Agency; and authorize the Chief Executive Officer or designee to sign any grant close out documents or other necessary documents related to this grant.

On February 28, 2023 the Board of Supervisors Approved the Agreement 23-029 with West Business Development Center, (West BDC) in the Amount of $232,500 to operate the County’s Microenterprise Technical Assistance Services Program, funded by the County’s 2021 Community Development Block Grant (21-CDBG-ED-10007) program
Summary of Request:
The County of Mendocino received Community Development Block Grant (CDBG) funds from the State to establish the Mendocino Microenterprise Technical Assistance Program. The program was created to offer free technical assistance to qualifying microenterprises, defined as businesses with five or less employees and entrepreneurs to support business start-up, growth and retention in Mendocino County. The County allocated $250,000 in grant funding to provide technical assistance through one-on-one consulting and group workshops to support microenterprises.
$17,500 of the funds was allocated to general administration and $232,500 was contracted to West Business Development Center for program implementation for a contract period of April 2023 to August 30, 2025. The funding was fully expended and the grant agreement between the County and HCD will now be closed in compliance with the State program requirements.
